The Governor's Rebuild NY-Renew America plan, developed in partnership with Mayor Giuliani and with input from business, labor and elected officials, includes three key categories of Federal assistance that would dramatically help New York City and New York State recover, rebuild and revitalize, including:

Basic Rescue, Recovery, and Rebuilding Support for New York; Economic Recovery & Revitalization Assistance for New York's Economy; and, Support for New York's Homeland Security Efforts.

BASIC RESCUE, RECOVERY & REBUILDING SUPPORT - $34 BILLION:

At Governor Pataki's request, the President approved 100 percent Federal reimbursement, through Federal Emergency Management Assistance (FEMA) Public Assistance Program, for costs related to emergency response, debris removal and public infrastructure repair and rebuilding efforts resulting from the WTC attacks. It is now estimated that these costs to both New York City and New York State will reach nearly $34 billion.

Federal assistance in this category would cover costs for basic rescue and response and for rebuilding and redevelopment efforts.

Basic Rescue & Response

Activities in this category include debris removal, rescue and recovery, restoration ofservices and evidence collection, as well as funding for the families, businesses, non-profit institutions and governments victimized by the attack. The following is an estimated cost breakdown:

• $5 billion: NYC emergency construction costs such as demolition, debris removal, stabilization and remediation of WTC site; • $5 billion: NYC emergency protective measures; • $3 billion: New York State requests for Federal aid; • $900 million: Utility costs such as repairs to substations, utility lines and buildings: • $378 million: NYC victim assistance and support services; and • $323 million: Other NYC costs such as burial costs, reimbursement to the NYC Board of Education, and miscellaneous personal and non-personal service agency expenses.

Total: Approximately $15 billion

Rebuilding & Redevelopment Efforts

The magnitude of this effort is complicated by the population and development density in the area of the attack, by its complex highway, transit and utilities infrastructure, by ownership and insurance issues, and by the sheer volume of the debris to be removed. Rebuilding activities include supporting and retaining businesses that remain in the affected area, bringing back those that have temporarily relocated, and the reconstruction of buildings, roads, tunnels, subways and other components of the mass transit system.
