The New York City Dcpartmcsu of l;avin r*mental Protection (DEP) in cooperation with the United States Envirrnmientaj Pminectienn (USEPA) and "+OmmNaeriJe1 O" Agcy the Now York Stria Department of Libor (NY'SDQL) has peafotmcd a series of exterior budding surveys on various bW1dinge in the vicinity of the World Tradc Center (). In our previous Correspondence, the Department requested an assessment and appropriate clean up of visible debris accumulations. The Department has either not received information regarding YOW actions to adthas the debris accumulations or has rc-mnspccted your building and found that visible debris was pest.

The USEPA and DEP are continuing their ongoing efforts to knpnwc air quality in lower Maraltattann. In this regard. DEP is Initiating a program (the "Cleaning g ") to clean the extcnors of certain buildings in the downtown Manhattan area.

Based on visual surveys and snalyw.es Of other properties s in the arcs, we are assuming that the debris accumulations noted on the exterior of the Building may include some amount of asbedaa-eo tainirng matstial (ACM). DEP would like to include the Building in the Cleaning Per, and clean the futcadeas, roofs, and other exterior surfccs s0 as to ranove such accumulations.
