MILLENNIUM HILTON HOTEL ASBESTOS INSPECTION AND SAMPLING

2.0 PURPOSEANTENT C The Millennium Hilton Hotel is planning a restoration of the services after the events related to theWorld Trade Center disaster on September 11, 2001. TL was retained by Bovis Lend Lease LMB, Inc. to perform the evaluation of the Indoor Air Quality inn the Hotel building. The asbestos inspection, air sampling and bulk sampling for asbestos contain, if any, were performed during this evaluation. ♦

3.0 INSPECTION

♦ An inspection of the site was performed on September 20 and 28 to 30, 2001 by Boris Feldman, Tej Chhetry, Mikhail Sokolinskiy and Oleg Koledenkov of Testwell Laboratories, Inc. (TL). All TL personal is licensed by the New York State Department of Labor (NYS DOL) and New York City Department of Environmental Protection (NYC DEP) to perform work with asbestos containing materials. Credentials of TL personal are attached in Appendix C of this report.

The following observations were made during the inspection:

• The Millennium Hilton Hotel was built in 1992, and the possibility that ACM were used during the construction is very small. 0 • Severe damage to the building is noticed on floors from 1 (Lobby) to 5, where almost all exterior glass on the west facade is broken. Broken glass was observed throughout the west facade up to the 53rd floor (R. 5303).

• The heaviest accumulation of the dust and debris in the building's corridors on the guest rooms floors was observed at the elevators lobbies and the staircases. Some of the windows in the guest rooms were opened at the time of WTC collapse, which also caused heavy dust and debris contamination.

• As per building personnel statement, the building's HVAC system was in operation during and right after the WTC collapse.

4.0 SAMPLING OF SUSPECT MATERIALS --

Bulk sampling of suspect ACM was performed in accordance with protocol contained in the Asbestos • Hazard Emergency Response Act of 1986 (40 CFR 763 AHERA). Unless otherwise noted, a minimum of three (3) samples was collected from each type of homogeneous material identified.
