Dear Mr. Radhakrishnan:
I am writing in response to your letter to CDL (NY) Limited LP DBA The Millenium
15th
Hilton (the Hotel) dated February 12, 2002 which was forwarded to me on February .
Bovis Lend Lease (BLL) was retained by CDL (NY) as the Construction Manager for work
at the Hotel following the events of September 11. I have been assigned as the Project
Manager.
Beginning on September 20, 2001, representatives of Testwell Laboratories have visited the
site at our direction and performed various air and bulk sample tests and an initial
assessment, copies of which are attached for your reference and use. We have marked all of
the materials being submitted as confidential pursuant to the Freedom of Information Law
(N.Y. Public Officers Law 87 (2)(d)).
Subsequent to the initial tests, BLL engaged two cleaning/abatement firms to perform
debris clean up in selected areas of the Hotel. These areas included the exterior plaza and
roof setbacks, the cellar and sub-cellar, the Lobby and floors two through eleven. These
were the areas most directly effected by the events of September 11. All workers wore
appropriate respirators and protective suits at all times when they were working on site.
We are presently in the process of repairing damaged facade glass, which requires workers
to be in the guestrooms as well as working from exterior scaffolding. Prior to beginning
this work, Testwell performed additional air monitoring to determine exposure levels. For
the first week that this work was taking place, workers wore personal air monitors and
respirators. Results of the tests during facade glass installation indicate levels of airborne
fibers are well below the threshold for action required by OSHA. However, as directed by
Testwell, we are encouraging all workers to continue to wear respirators. In addition,
Testwell will continue to take periodic air samples as work progresses.
